1 Indirect Costs of Research

The indirect costs of research are institutional costs that benefit and support research. The costs cannot be attributed directly or easily to a specific research project, but they are nevertheless just as real and necessary for the conduct of research. They include such items as building space and utilities, university libraries, hazardous waste disposal, radiation safety, occupational safety, campus security, liability insurance, compliance with government policies and administrative services.

Indirect costs on research grants from government agencies, private sector, foundations and other sponsors must be included in the initial application or negotiated with the sponsor whenever a research agreement is required. This policy does not apply to agencies that are accredited for 15% indirect costs reimbursement by the Quebec government. To be accredited, two criteria must be met: open competition and peer review. For list of accredited agencies please consult the Research Grants Office website (http://www.mcgill.ca/rgo/application/costs/accredited)

Please note that effective 1 March 2003, the three major federal agencies, namely NSERC, SSHRC and CIHR are no longer accredited for reimbursement of indirect costs by the Quebec government, since indirect costs on grants awarded by these agencies are now being reimbursed by the federal government. This change will affect grants from non-accredited sponsors that are linked to these three agencies through partnership programs such as the NSERC CRD program. The Quebec government will no longer cover the 15% indirect costs on the non-accredited partner’s portion, and applicants should ensure that proper indirect costs (15% of total direct costs on grants; 40% on contracts) are now included in the initial application or requested at the time of any potential award is negotiated. Please note that NSERC will only match the direct costs of research under the CRD program.

Rates of Indirect Costs on Research Grants
15% of total direct costs on all grants to agencies and sponsors that are not accredited by the Quebec government.

58.9% on direct salaries and wages including vacation, holiday, sick pay and other paid absences on grants and contracts to U.S. Federal Agencies (NSF, Department of Defense, US Air force, US Army, NASA, etc.).

8% on total direct costs less equipment on NIH grants only. Since October 1, 2001, NIH provides limited indirect costs to foreign and international organizations. This will affect NEW and COMPETING CONTINUATION awards, and to US organizations that submit applications with a foreign CONSORTIUM.

2 Elections for a Sabbatical Replacement as Faculty Representative to Senate

Two nominations have been received for this position, necessitating an election.

Who The Nominees Are:

When?
Elections will be held Wednesday April 9 to Friday April 11.

How?
As in previous elections, you will be asked to place your marked ballots in an envelope, and then place that envelope in a second envelope. You will be asked to sign the second envelope, and also print your name on it.

Where?
There will be ballot boxes in three locations:
a) The general Office in the Faculty of Education, open from 8:00-5:00 each day.
b) GSLIS Office open from 9-12:30 and 2:00-5:00 each day.
c) General Office of the Department of Kinesiology and Physical Education, open from 8:00-5:00 daily.

Who votes?
All members of the Academic Staff with ongoing appointments are eligible to vote. This includes part-time appointments and Faculty Lecturers, but not Course Lecturers or Adjunct Professors.

4 Nominations for Faculty Council – Non Academic Staff

Faculty Council has one opening for a Staff representative on the Faculty Council. This three year appointment is currently held by C. Zilberman, whose term ends this spring.

Nominations for the position should be made on the nomination form and should be sent to Cheryl Shinfield in the Dean’s area by April 11.

If more than one nomination is received for the position, elections will be held in April.

Three Chairs, one from each Department, and the Director of Graduate School of Library and Information Studies. Seven members at large, to be elected by the Faculty. Five student members, one named by Ed.US., and one graduate student representative from each Department and School. One representative of the non-academic staff (nomination form attached) to be named by the non-academic staff.

5 Reminder - Retirement of Novell LAN E-mail Addresses

As announced in December of 2002 ( http://www.mcgill.ca/ncs/policies/uea/ ), E-mail addresses of the form "user@server.lan.mcgill.ca" will be removed from service on May 31, 2003. Mail sent to these addresses after that date will be returned to sender. Those who are still using this address format should switch to using the McGill Universal E-mail Address (UEA) and update your contacts, mailing list subscriptions, business cards, and other publications. 7 Employee Business Travel Assistance Program

Arrangements have now been finalized with American International Companies (AIG), a special risk carrier, to insure McGill's Travel Assistance program for employees travelling on University business.

This business travel insurance plan covers out-of-country emergency medical expenses incurred as a result of an act of war and terrorism only. It supplements Maritime Life's regular Travel Assistance program.

AIG requires that we provide them with information pertaining to the travel arrangements of each staff member. Therefore, to ensure that staff members are fully protected, it is imperative that the following information be sent to the Benefits Office prior to departure:

Employee's Name
Employee's ID number
Employees's Date of Birth
Employee's Destination
Length of trip (eg. the departure date and the return date)

To register, please us the ‘Employee Business Travel Information Form’ located on the web at http://www.mcgill.ca/hr/forms/travel_info. Individual staff members may also access this website form to forward their business travel arrangements to the Benefits Office.

Please note, if you wish, you may still continue to send this information to the Benefits Office as you have in the past (via regular email to holly.gosse@mcgill.ca, fax at 398-3874 or internal mail).

Note: It is Maritime Life who must be contacted should a staff member require emergency medical treatment while travelling on University business. If it is evident emergency medical services were required due to an act of war or terrorism, Maritime Life will contact AIG.
