Japanese War Crimes: Submarines. Need to investigate cases of
murder or attempted murder of survivors from British ships sunk by
Jap. Submarines. States similar atrocities in cases of a Dutch ship,
a Norwegian, a french and an American. On available evidence it is
suggested that a Japanese class 1 Sub was involved. Requests that
names and whereabouts of offenders be ascertained. Points out Jap.
order in JICPOA item 5738 14th March, 1944. Reports of whereabouts of
Von Ruchtestell and the conduct of German U. Boats after May 1945
should be made.

7913/211/73). Encloses a translation of a captured Japanese Document
signed by MITO Hisashi Commanding the 1st Submarine Force regarding
attacks on Enemy shipping.

Prosecutors and Judges arrival - Tokyo. States that in addition
to American prosecutor & Mr. Comyns Carr, the Australian, New
Zealand, Canadian and Chinese prosecutors have arrived, also the New
Zealand & Australian judges. USSR have appointed a judge & a
prosecutor, the US, Canada, China & Netherlands have appointed
judges.

Naval crimes. States that it appears that efforts to bring
perpetrators of crimes against British ships to book are being
frustrated. The Head of Mission is going to take the matter up
perdonally with SCAP "if he is assured that it is of prime
importance."

briefed Lt. W. Salter RNVR attached to SCAP? States that war crimes
in connexion with sinkings of Br. Ships Indian Ocean are triable by
